They have ethics/accountability issues in regards to civil engineering. If they fix that (yeah right), proper engineering standards and implementation would follow, hopefully.

You can bet that if this happens in the US, the person who fell in would get a lawyer, they will find a paper trail a mile long showing who was responsible for the materials, the construction and so on. Then they get sued to sub-orbit.

Hard to tell, but from the commentary and video there were "warning signs" up saying "DONT WALK HERE SINKHOLE ZONE"...the walkway also looked wet like it was recently paved over.
