Have you considered the possibility that the "boyfriend" was actually arranged by the mom- ie, she was selling her kid to the guy. Thus the mom pushes to have the pics taken.

The crime should be the Mother endangering the welfare of the child, as for the recipient, I don't necessarily think he should go on a list, afterall, the girl may have been lying about her age...but none the less the authorities should have a chat with him...

On the other hand, we're talking about a 13 year old that can't figure out a camera phone, so I really don't mind if she gets raped repeatedly, it's not like we'd be losing anything of value from society....just be sure to kill her afterward so my tax dollars aren't paying for her therapy.
