This may be a case of an Iranian 'That's the joke'.


The image is next to an article that downplays the threat of Iranian missiles. It is quite possible that their thought process was one of this:

The West is overreacting to the threat Iran actually poses. They use things like our missile program as an excuse to enact extreme sanctions, and here you have them actually admitting that the missile program is a threat. This proves our point, Iran isn't a threat, I mean, look at how 'dangerous' our missile system is. *inserts goofy image*.

Not a threat? bullshiate when I saw all those missiles I almost died of laughter.
