Do you know what would solve this problem? Legalize all drugs.
Once there is no money in drugs, afghanistan can go back to being just another shiat hole.

Police say that Mr Rahmani was shot dead on Sunday morning by an unidentified gunman while on his way to work in western Kabul, in what was described as a carefully planned attack.

Gunmen driving a white Toyota Corolla fired a single bullet using a silencer, the BBC's Bilal Sarwary in Kabul reports.

"Mr Rahmani was shot in his heart and died instantly. His nephew, who was also his driver, didn't even realise he had been shot," Kabul police chief Gen Ayub Salangi told the BBC.

Legalizing drugs just means it'll be the pharmaceutical companies controlling the guns, instead of the religious nuts.

Creating land wars with afghanistan and east asians should be outlawed unless the use of nukes is agreed upon.

We use the 'hearts and minds' technique, to no avail, while the Soviets, with a technologically advanced army, would throw whole villages into ditches filled with gasoline and set afire. To no avail.

No superpower or any country for that matter, can win against a people born into war.

You mean colonial super powers create chaos and then are shocked when the people don't know peace? One of the hubs of ancient trade routes has always known war because the people in charge of those routes always wanted war. Don't blame the people. The goal was never about hearts and minds, the type of war, the number of troops, the policies, the hatred of Christian America of Islam that they made loud and clear, sending ignorant back country hicks to a country they could never even today find on a map. The wars the past decade have been about angry revenge and fascist Christianity.

Not placing blame on anyone. The Afghans are a resillient people who've had the displeasure of not only being placed squarely whithin trade routes, but now, as luck would have it, they're being placed squarely whithin pipeline routes.

I don't even think it's possible. One shot, with a silenced pistol, at a moving vehicle, and it kills the guy instantly? Who would even try something that tough?

More logical: Driver kills the negotiator, white Toyota then drives by, shoots in the air, and takes the blame. That's a hell of a lot easier.

Yeah, you tend NOT to assassinate the opposing side's diplomats with you. Screws up the whole 'talking' thing, tends to get more of your people killed for no gain.

Remember, the Taliban have goals, and this dude was one way to achieve them, even if he couldn't/wouldn't give them everything.

The use of a silencer and a single shot seems to imply it was somebody with a lot of training, certainly not impossible though. Go read Inside Delta Force; beyond learning what SpecOps can do, it's a pretty awesome book. There are also quite a few books on the SEALs, including SEAL Team 6, that are very illuminating--this is no secret, but it's been widely claimed that when Dick Marcinko lead Team 6 (he was their first commanding officer), their budget for target practice ammo was greater than that of the entire U.S. Marine Corps.

ISI sounds like a reasonable guess when you consider who has the most to gain from a breakdown in negotiations and the amount of training and resources it would take to plan and pull off that sort of assassination.
