Seemed really stupid to me, since the phones are all traceable, but I assume the criminals just sell the phones off for a little bit of cash or drugs and dont really care much about the end result. |

Yes the SIM card has data but each phone has an equivalent of a MAC address for the entire system to work. I suppose some people won't deactivate their plans until it gets shut off for lack of payment, but they would hopefully be few and far between. |
