Depends. He may have wanted the email leaked. If Harper is sacrificing a pawn, he might be trying widen the rift between the centre-right provincial PCs, the far-right Wildrose and the Federal Conservatives. It wouldn't be a bad way of doing it, especially if he was wanting to get Kenney out of his cabinet.

Harper threw Ambrose under the bus as well when it looked like her continuing campaign-to-embarrass-the-CPC almost forced a no confidence vote in Parliament (which could have forced an election as well). Ambrose is just plain stupid, and a Randroid to boot.
