Decent leaders don't rely on the Nuremburg Defense to excuse the actions of the troops under his command.

It doesn't matter if he cured cancer, AND brought peace to the middle east. The moment he gave his commanders blank slates to turn their weapons on unarmed civilian protestors, and did nothing to stop the wholesale murder of these, he was just as guilty as the soldier that pulled the trigger.
