looks like it had a saddle on, someone was prob riding in a nearby park and either the dog spooked the horse and it bucked the rider and took off or the dog belongs to the rider and it's just trying to heard the horse back.

a) This is Russia, so it's the pedestrian equivalent of the ubiquitous dash cam.
b) This is an amateur video of a film shoot, like that video from a few years back of the cops letting a getaway car go away that was actually the reverse angle of a TV commercial.
