Not necessarily, it could also be an urban legend or a newspaper filling empty space with made-up stories.
If you search for "kanaldeckel eichhörnchen" (sewer lid squirrel) on Google, you get results from July 2009 and 2011 from different areas in Germany and all seem to feature people trying to free a trapped squirrel using olive oil; in one year the squirrel survived, in the two other the squirrel allegedly ("neighbors reported..") died a few hours later.

Apparently squirrels become pretty stupid around sewer lids every year during the so-called "summer hole" around July (everybody on vacation, not much news to report; that's when stuff like Nessie sightings made certain papers).

Every picture of a squirrel ever to appear on FARK is probably a picture of a dead squirrel by now.

Poor little squirrely, kind of pretty too.

They managed to get her/him out but s/he still died of shock.
