Welcome to the real world. Tattoos still aren't accepted in every day life and there's a reason for it. They are a blatant distraction to actual productivity. Corporations that want to succeed don't allow them, you won't see them in a real business meeting, and I wouldn't take a police officer seriously if I had a real emergency and they sent an officer covered in tattoos. I'd call back and tell them to send me someone who actually can do their job, someone who actually gives a damn about their appearance and professionalism. Yeah, I am going to judge someone based on their tattoos. They're not cool, and in fifty years, you won't see people with them at all.

I think this has more to do with the "Jump Out Boys," which was a cop "clique" in L.A. whose members would get a tattoo to commemorate each gang kill. I mean, since we're talking "real world" and all.

During Desert Storm in '90, the Iraqi army was told that for every tattoo we Marines had, it meant we had killed one member of our own family.

We did not disabuse them of that belief.

How about just making the psychological exam more comprehensive? If appearances matter, how about making police look a lot less like urban soldiers and more like PEACE officers? Start with a requirement that they a.)have hair and b.)style/cut that hair in a fashion significantly different then the average soldier.

Tattoos carry connotations of menace. Bad for community relations.

There is a company that makes flesh colored sleeves that cover up...Sleeves, for law enforcement personnel. I'm sure they can be worn by other than LEO's. Theres a lot of Vets out there who got Inked while in the service.
I waited until i was retired to get Tattoo's that are visible below a dress shirt sleeve, I agree that meeting a Cop with full Inked arms is jarring, and not the most professorial look.
The same can be said for long hair (To short as well), piercings and oddly colored socks. Police wear a uniform, their supposed to look and act the same, not be individuals expressing themselves, you do that off duty.
