This isn't entirely a lie. It looks to be the result of reductions to Medicare Advantage spending; MedAdv was in theory supposed to save the federal government money, but in practice costs 14% more per patient. In short: part of the cuts is by removing a wasteful subsidy to private insurers.

More problematic is the cuts to reimbursement rates. However, such cuts seem substantially less drastic than converting Medicare to a voucher system as the Ryan plan proposed -- which would seem in effect to essentially dump all the funding into a program that, being similar to the MedAdv, can be expected to get from the money spent than the current Medicare program. Contrariwise, some Medicare patients may consider this the distinction of whether the proposed shiat sandwich has the feces replacing the condiment versus replacing the meat.
