They have a lot of this in Germany. Especially in place like parking garages. Always close to exits or the elevators. It's seen as a safety thing. And it isn't really enforced by the Polizei, but you will get VERY nasty looks from people. It is really only enforced by a fear of public scorn. I have no problem with this. In fact, it is probably a good thing.
