Short answer: yes. It depends on how the phrases are abbreviated and the context in which they're used.

Long answer: yes. Mei3* in this case means 'beautiful'. Mei3 Guo2 means 'beautiful country', which is the Mandarin name for the US. 'Sheng1' can mean 'birth' or 'born', and it is also the first of two syllables in the word for 'life'.

If Mei3 is part of the abbreviation for 'the US' and is coupled with 'sheng1', you can get 'born in the US'. [1]

If Mei3 just means beautiful and is coupled with 'sheng1' (abbreviation for 'life'), you can get 'beautiful life'. [1]

Honestly, though, a language thousands of years old has had plenty of time to invent some new syllables instead of over-working a few by farking around with tones.
