A lot of fish is consumed undercooked or rare. Sashimi, ceviche, etc. They're required to freeze it for a week which kills any parasites. I'm not sure what other "measures to destroy parasites" they could be talking about.

Parasites in fish in are so common they're damn near impossible to avoid. See here, among others. Cooking kills them, as does freezing.
