Given how addicted the US is to military spending, China and Russia won't actually need to bother engaging in an actual arms race, they'd just need to look like they're trying to start one and then let America bankrupt itself with a further spending orgy to stay ahead. Announcing closer ties would seem like a good first step, soon to be followed by a joint development project for a new defence system / aircraft. Of course it would also serve their interests if America were to somehow get dragged into a ground war in the Middle East or suffer another terrorist attack on the mainland. |
