Not unheard of in France. I talked to some guy who went to one of the synagogues in Paris for services one Shabbat. Unremarkable building, save for the police car out front. Patted down inside, metal detectors, the only other place in France with similar precautions would probably be El Al's ticket counter at De Gaulle.
