It's not all of it, more/more effective policing has at least as much effect, along with low unemployment and other avenues of legal opportunity. Basically, you need bad people to think they'll get caught and punished to prevent them from doing bad things. You can punish the living crap out of the ones you catch, but if the chance of getting caught is low, punishment alone won't affect behavior that much. |

The earliest recorded laws were from Hammurabi who was the 6th king of Babylon, so there where at least 5 kings without laws (and therefore crime), plus all the cities before babylon. But then one could argue that a good code of basic civility is fundamental for a city to exist....even if it wasn't written down. Structure doesn't really exist in chaos. |
