Probably just as well - can citizens even legally detain someone, even if they place them under citizen's arrest? Wasn't boy george arrested for unlawful detainment for this very reason (granted, different circumstances..)

Justin Wilson... an old woman in Baton Rouge called down to the police station to report a naked man, this was back when Baton Rouge only had one policeman. The policeman showed up to the old lady's home and looked all around and said "I don't see no naked man, all I see is a man next door shaving in the bathroom window". The old lady says "Get up here, you have to stand up on this box."

"The woman said that due to ongoing problems at the apartment complex, she was planning to move out of the state."

And be surprised when the same problems appear at her new home.
