There are a number of places in San Francisco that charge admission and people are welcome to have sex, penetration included, and other people attending are welcome to watch. These aren't even particularly underground places. I think the only potential issue with what TFA is talking about is the idea that you're specifically paying to watch, and the places I'm thinking of are specifically about paying to use the space; people watching are secondary.

That's kind of why I suspect that, when it comes down to what your ticket gets you, you're just paying for the class part. It's kind of not-quite-legal, but I think that SFPD has much bigger fish to fry.
