I hate that the routine resignation of a Prime Minister in a parliamentary democracy is often dramatically called a "fall of the government." It is not an end to democracy, just a simple change from one leader to another or from one party to another.

In this instance, the Ukrainian PM decided that his influence was being undermined by the new top officials that the President has around him (the so-called "Family") and decided he wanted to be an ordinary member of parliament again. So he resigned his post. His remaining ministers are also obliged to resign, but everyone will remain in their jobs for a little while, until the new PM and ministers are sorted out. No biggie.
