The law does not enforce illegal contracts. Since prostitution is a crime, the law does not enforce the contract (written, verbal or implicit) between the prostitute and the client.

The law also does not enforce illegal gambling debts and the like either. This is why illegal gaming and gambling often involves a certain amount of pressure on the gambler who does not pay his debts, such as nailing his head to the floor.

If you can't get satisfaction from the prostitute, pimp, bawdy house, or escort agency, you're shiat out of luck.

Prostitution is still illegal in most places and so is theft but in this case it is not theft--it is failure to perform contractual obligations between prositute and John, made in a non-valid contract at best. Of course, assuming that the prostitute will not roll you is absurd. From the criminal side of the contract, that part is implicit in the contract to take you for whatever they can get.

So, yes, in a way prostitutes can cheat and rob their clients with impunity since the complaint of the John is not legally enforceable.

Caveat emptor.

Also, this was not a 911 emergency. It was properly a police call. And the police would probably arrest you as well as the prostitute and all involved, or at the very least, be somewhat unsympathetic. I'm not saying you should call the police to report yourself, but it makes the investigation of crime a lot faster and easier.
