I used to work at a grocery store where poor women and hookers would steal tampons and change them out in the ladies room.

Food stamps don't buy tampons/pads. Women need those things and they are not cheap. Many very poor women have to decide between tampons/pads and not eating or not paying some other bill. The two things I have purchased for my dirt poor sister on more than one occasion is toilet paper and tampons.
