It happens. My wife dropped her wallet in a public restroom on a college campus a few years back and it was picked up by a woman who immediately used it for a shopping spree. The way my wife got her wallet back was, ironically, that the thief had dropped it in a restroom and someone found it and returned it. All of the wife's ID etc was still in the wallet, along with the ID of the thief. She had been using my wife's wallet as is. When the thief was caught she had about five laptops in her dorm room which she had swiped from various places on that college as well as all the stuff she'd used my wife's stolen credit cards to buy. Mental illness is not a pretty thing.
