Several years ago, a lawyer hit a college student near the university around here, and apparently hit her so hard that he cut her in half and she obviously died. He fled the scene and turned himself in a few days later.

I suspect that he was high or massively drunk when he killed her, and that he chose to flee the scene to sober up before turning himself in.

As a consequence the city decided, in its infinite wisdom, to lower the speed limits on arterial roads near all schools to 35 at all times. Because he was obviously going the 40 that the speed limit allowed in order to kill the young woman...
