Hard not to come to the conclusion that someone was looking to save a little pension money by trumping up a charge. So, when does the clerk sue the town for wrongful arrest, prosecutorial misconduct, etc., etc., to pad that pension money with some sweet punitive cash?

The Chief and his deputy are 50% of the police force.  According to the Dalton NH (pop. 979) Town Report the Police budget for 2011 was only $41,700, with 4 total officers, and only 301 total calls all year.
