Actually doesn't take many actions like this to have a very bad impact on tourism. Some years back, Jamaica had several similar incidents of tourists beaten by both locals and police. Enough people stopped going for enough time to kill many smaller businesses. Saint Croix had the same thing happen in the '70s. Tourism returned, but many small businesses were killed off before it did.
