To them, 'power' means "I make the rules that you have to live under." Whites make the rules for non-whites. Men make the rules for women. Christians make the rules for non-Christians. Etc.
Being compelled to live under the same rules as everyone else feels like persecution to them, because 1. they've grown accustomed to having a 'hall pass' and 2. that must mean someone else is now above them, making the rules for them while being exempt themselves.
The idea of equality under the law has no meaning to them. They can't fathom that anyone would live under the same rules that they make for everyone else. That's not what power means to them.
