The first time I went to Portugal, well over 20 years ago now, things were still very old world there. The economy was poor so a lot of unmarried grown men still lived with their mothers. Walking through the park between twilight and when the cafes closed you saw a lot of sex acts.The police, and I presume the church as well, just weren't paid enough to bother.
