I have no use for zip tie cuffs but regular zip ties have lots of uses. Most recently I used some to hang up holiday decorations. Sure, temporary use might add a little extra to the plastic that doesn't seem to be recycled much anymore (thanks China) but its not like I have any control over that.
A zip tie is a good single use drain cleaner. Especially if you have a steady hand with a sharp knife. You can feather the pointed end so that when you stick it into the drain, it will dislodge more buildup.
Less harsh chemicals to run through your plumbing, and flimsy enough not to damage pvc.

In the past I have hung christmas lights on my house by stapling zip ties to the wood, then zipping them closed around the string of lights. Works quite well.
Regular zip ties have a ton of uses, Zip tie cuffs have but a single purpose to secure a subjects limbs. Any other use you might try using zip cuffs for would be handled as well if not better by normal zip ties.

I have zip ties in several sizes. I use them to tidy cables, secure things, or to seal tubing in my brewing apparatus. But I don't think I have anything that would serve the purpose these arseclowns had in mind.
I use them to hold a sock-like lint filter to the washing machine drain hose. It catches the lint so that it doesn't clog the pump that pumps the water up to the septic system.
I also used one as a way to faster my drivers' side mirror in place when it broke. It worked great.
They are handy. Right up there with duct tape and WD40.
