If you want one you have to buy an Ipad in addition. Pretty good setup for Apple. That's what I had to do for my elderly mother who is more familiar with the laptop, but has a much easier time using the Ipad. Now it's a confusing situation where she has to switch between them. But that is exactly what the Surface is, and has been since day one. Even my original first gen Surface RT could switch between the traditional desktop and windows and a tablet/fullscreen UI.
/Have a Surface Pro and a smaller cheap W10 tablet. It is just so natural and convenient to be able to swap between using the keyboard and touchpad/mouse and using the touchscreen. Like writing in Word I use the keyboard. Decide to relax and play Solitaire and using the touchscreen is way more natural.
And having apps on my desktop PC is great. Far neater and easier to have the Twitter, Weather and Bitcoin app open on one of my monitors than have separate Edge windows or tabs with those pages open. And the MyPhone app with all my text messages, photos etc from my phone on my desktop.

Apple likely has better things (more profitable) to do than focus on rewriting MacOS for touch. Profitability is why the main iphones are constantly updated each year, while the discount entry level S models will stay exactly the same for four-five years. The ipad range is the same, pro's get updated constantly. The ipad mini has slower sales so there was a 4 year gap between the fourth and fifth generation. And the update crammed their high end components into it, instead of making it a cheap option, so they could again neglect updating it for the next few years without it having serious performance issues.
Macbook sales are a small portion of their business, so it follows that they don't get updates every single year. Nor is Apple going to devote serious development time to rewrite the OS specifically for touch for what will be a modest bump in sales.

Apple didn't get to be the most valuable company in the world by being first. They got there by having better integration and quality in some aspect than whomever rushed out a product to be first. Apple owns the smart watch, tablet, and smart phone market when it comes to percent of profits. Apple was not the first nor are they the most popular by total market share in any of those markets. For example, Apple makes something like 80% of the worlds smartphone profits, while only have 20% market share.
BTW, when Apple switched to a larger form factor with the launch of the iPhone 6, Android owners switched to Apple in droves. I had an Android back up/hunting/hiking phone that was one of the first to have a large 1080p screen. All that meant was the battery died sooner. Complete gimmick. Being first doesn't mean anything.
It's got some of my favorite posters and very relevant to my interests, since I've spent stupid amounts of money switching to Mac to edit 4k video, when the touchscreen on my windows system is oh so nice.

Touch screens on laptops are awesome for consumers.
Useless for work, but my girlfriend would dump her laptop flat on the bed and watch movies/TV shows/Facebook.
Of course it couldn't suck any air and would be cranking the fan all day every day as she twiddled with the touch pad, and eventually fried itself.
Got her one of those laptops that can flip over with a touch screen and she does exactly that, folds it back into an A shape and mushes at the start/stop/scroll. Neither the air intake, nor the exhaust are blocked, and it's easier for her.
She also does the same in the bath as the bottom half of the screen gets blocked on regular laptops on the benchtop, and she risks dripping into the main body using the touchpad.

And Jobs was right, big phones suck, but it's all you can buy. I hate it. Worse: Apple is probably discontinuing the Mini form factor for iPhones because they don't sell well. The MINI IS ALREADY TOO BIG. I have large hands, and I can't easily reach every part of the screen with my thumb.
I agree that ergonomics wise, touch on the next screen gets old fast. In my video eduedit group someone always suggests touch screen for editing would be revolutionary, but I come back with who wants to do Tom Cruise minority report Tai chi with their screen all day, not me. I can see how it might be useful working on 3d modeling, but that's a niche case.
