Beijing has a pattern of arresting their dissidents when they're hopping a flight or a boat to "freedom". It's as much cultural as codified-- running indicates guilt and implies the accused has no principles...or whatever Beijing will dictate one had better recant.
This is related to how few Not Guilty verdicts are meted out by Chinese courts-- investigations are given plenty of resources and the reversal of an investigation's finding is considered wasteful, or the system failing to function.
America's system of plea bargains is every bit as reckless and prevents addressing causes for symptoms, but the two systems have a few different societal constraints-- America's is racism, segregation and its attendant systemic poverty.
But, by all means, let the majority of Farkers assert MOAR FREEDOM for FOREIGN HORDES.
